New Zorro Data Reveals Most Brokers Expect Surge in ICHRA Adoption Over Next Five Years

New York, N.Y. – June 25, 2025 – Zorro (the “Company”), a next-generation benefits administration platform using advanced technology and big data to transform how America’s workers plan, pay and save for healthcare, today released findings from its 2025 Broker ICHRA Survey, revealing that nearly all brokers surveyed (93 percent) anticipate that Individual Coverage Health Reimbursement Arrangement (“ICHRA”) adoption will expand over the next five years, regardless of whether they currently sell ICHRA to employers. 

Based on responses from over 100 qualified group benefits brokers across the U.S. surveyed in the first quarter of 2025, Zorro’s survey also highlights the top three benefits that employers see when they turn to ICHRA. An overwhelming 86.2 percent of brokers surveyed say that employers value ICHRA for cost control, while 66.2 percent cite greater employee choice as a top benefit. Additionally, nearly half (49.2 percent) of brokers emphasize the importance of greater health plan flexibility.

Other key findings include:

  • The word about ICHRA is getting around: Broker familiarity and engagement with ICHRA are growing. Nearly 80 percent of brokers surveyed are familiar with ICHRA as a benefits strategy, and over half of respondents (55.4 percent) are already selling ICHRA plans.
  • Belief in the quality of individual plans is growing: Nearly 60 percent of brokers surveyed agree that the quality of plans available on the public exchange has improved since ICHRA’s launch, likely driven by a combination of increased competition on the marketplace, significant carrier investment and record-breaking enrollment.
  • ICHRA is not just for small businesses: ICHRA adoption is gaining traction among mid- and large-sized employers. Nearly 20 percent of brokers surveyed report that their average ICHRA clients fall within the 51 to 100 employee range, and a growing portion (over 10 percent) have sold ICHRA to employers with 101 to over 500 employees.
  • ICHRA can help to solve the health benefits cost crisis – but only with the right tech: Even with increased ICHRA awareness, navigating implementation successfully requires technology specifically built for a complex benefits landscape. As such, brokers prioritize strong customer service (64.6 percent) and a user-friendly experience (47.7 percent) when selecting an ICHRA administration partner, underscoring the importance of technologies that are intuitive to use and streamline the enrollment and management process for clients.
